  • 7 winning strategies for successful construction in Papua New Guinea

Papua New Guinea (PNG) boasts vast oil and gas resources, estimated at over 1 billion barrels of oil equivalent. Its abundant reserves, location and government backing has attracted operators to develop key energy infrastructure at pace.

However, executing projects in PNG presents unique challenges...

What makes PNG so challenging for project delivery?

The country's diverse terrain of highland provinces with towering peaks, unstable soils, steep slopes and confined spaces require specialised equipment and technical precision. Seismic fault lines, heavy rainfall, extreme climates and landslides add complexity, necessitating robust water management and erosion control measures.

Major oil and gas processing facilities, often in remote locations, require critical infrastructure like bridges, roads and wharves. Transporting resources to these areas is extremely challenging, sometimes relying on planes for larger loads. Combine these elements with challenging telecommunications and it becomes clear why PNG can be one of the more complex places in the world to build infrastructure.

As a construction partner with over 10 years of experience delivering greenfield and brownfield projects in country, we’ve experienced the challenges of delivering LNG projects first hand.

Seven strategies for successful construction in PNG

To date, we’ve executed over 100+ Engineering, Procurement and Construction (EPC) projects in region and 300+ brownfield modification and logistic workscopes. Our track record means we’ve learned a thing or two about how to ensure project success in construction.

1. Carefully considered planning

消消消消消消消娼瞳 conducts thorough and detailed pre-construction surveys, which are shared with engineers, construction teams and geotechnical specialists in-region and around the world. Surveys are analysed to mitigate potential social, economic and environmental risks and avoid any unforeseen delays to project schedule or unplanned costs.

2. A skilled local workforce, trained to international standards

We’re renowned for our approach to career development in PNG, committed to developing the country’s pipeline of talent, both now and in the future. Our skilled construction and maintenance teams ensure consistent, reliable and quality delivery for our clients, even in the most complex of environments.

消消消消消消消娼瞳 has deployed comprehensive career development programmes in-region. Delivered through in-house and external 3rd party training coordinators, we upskill our people using internationally accredited courses and on-the-job training - maintaining a high standard of quality.

We also encourage diversification into similar engineering disciplines through multi-skilling courses, broadening future career opportunities for PNG nationals. This includes mentoring to locals, sharing lessons learned and transferring unique knowledge across the business.

3. Close local supply chain relationships

Deep relationships with local suppliers are crucial for navigating logistical challenges. 消消消消消消消娼瞳 collaborates with a network of local suppliers, including indigenous enterprises, ensuring reliable logistics and material delivery.

Local content is at the core of our project delivery. We continue to engage and prequalify new suppliers to broaden our local supply chain, working closely with PNG landowner Companies (LANCOs).

These relationships have proven critical in navigating logistical challenges when operating in PNG. When planning a project, we carefully consider optimal transportation routes, contingency planning and materials delivery from the port to the on-site warehouses and project work sites.

Our local PNG procurement and materials control personnel have an innate knowledge and understanding of the PNG supply chain, supporting safe and reliable logistics.

4. A robust procurement process

You can have the right people, engineering designs and vehicles to get resources to the project sites, but if you don’t have access to procured materials – including parts and tools - your project will incur schedule delays. We use a bespoke in-house 消消消消消消消娼瞳 procurement system to ensure our materials are on-site ahead of activity, ensuring a safe and successful construction execution.

Every line item in our procurement process is meticulously tracked. Our internal systems provide full visibility and accountability of inventory, allowing construction teams to monitor the arrival of materials and enable quick, efficient raising of local purchase orders. The process is optimised for high-volume, straightforward purchases, ensuring quick and efficient responses to construction team requests.

Where possible, purchases are made locally, strengthening local content and driving down labour cost when compared to using an international purchasing resource.

5. In-house piping fabrication, construction & maintenance capabilities

消消消消消消消娼瞳 supports the operation of on-site warehouses and workshops to assist construction activities for EPC scopes. Here, we self-perform fabrication activities including painting, welding and sand blasting.

Our local team members provide valuable local insights to assist construction and fabrication. We adapt designs to local markets, increasing flexibility and reducing risk. Our fabricators are validated in accordance with our welding procedures across all piping sizes and materials, including exotics. Our high level of weld testing and full-time inspectors ensures high standards and quality of piping materials are delivered.

6. Sharp focus on safety

Safety is paramount. Our robust safety programs and initiatives ensure a consistent safety mindset on-site.

To accommodate teams with many cultures and languages, we use pictorial safety demonstrations. This approach is simple yet effective and backed up by testing to ensure the task is understood prior to start-up.

We continuously upskill our teams to ensure we all have the same safety mindset. We adopt learnings from across the wider business, proactively sharing safety excellence.

Our track record for safe project delivery has been recognised by major operators through several internal safety awards. We’re proud to be recognised for stellar safety performance both in PNG and globally.

7. Close collaboration with clients

Open, honest and collaborative relationships between our clients and teams enhance complex project delivery. We set realistic expectations and are proactive in our approach to modify and enhance processes, leading to smooth project execution in even the toughest of conditions.

We’re respected for our global footprint, bringing knowledge of project execution from around the world to benefit in-region operations. Strategic long-term relationships with our key clients mean they continue to trust us to tackle complex projects and proactively mitigate risk.
