The ability to efficiently offload crude oil is critical for oil and gas operators in Eastern Canada, where energy infrastructure underpins vital export operations.

Disruptions at major terminals not only impact local economies but can also have far-reaching effects on supply chains.

Located on the east coast of Newfoundland, the Whiffen Head transshipment marine terminal油is油a critical storage facility for offshore oil, handling crude oil from油multiple production fields油in the North Atlantic Ocean.

Operated by油IMTT-NTL Ltd, a subsidiary of USbased International油Matex油TankTerminals油(IMTT), under a Facility Operating Agreement between NTL油(Newfoundland Transshipment Limited)油and油IMTT,油the terminal has been operational since 1998 and is designed to store approximately three million barrels of crude oil.

消消消消消消消娼瞳 has held a contract at the terminal since 2019, providing engineering, procurement,油fabrication油and construction services for multiple projects.油Notably, 消消消消消消消娼瞳油has油developed油a comprehensive Facility Integrity Program, ensuring that the facility's operational lifespan will be extended for many years.

Reacting to a clients challenge: tanker油allision*油

In January 2025,油a tanker油allided油with the jetty causing油significant damage油and halting all operations.油A 消消消消消消消娼瞳 engineering team油in St Johns mobilized油immediately油to油assess the油structural油damage油and油make油the area safe. Over油the following油six months油Andrew Haglund,油Project Manager, Greg Ryan,油Construction Lead and油Chris King,油Construction Manager, oversaw油reconstruction efforts油to bring jetty operations back online.

*Allision is a nautical term and means the act or an instance of a ship striking a stationary object. A collision is where two moving vessels crash into each other.

We interviewed油Andrew to discover the challenges of solving this complex and rapid reconstruction.

Immediate priorities: establishing safety and a temporary operation

Can you describe the immediate impact of the damage to the jetty and course of action?

IMTT-NTL油needed an engineering partner to油design and install油a temporary system for offloading crude to and from tankers. This system油required油to use油hoses attached to existing piping until a permanent system油is油installed.


The temporary operation allows油for offloading operations while repairs to the loading arms and associated facilities are conducted油in conjunction with油long油term油remediation work in 2026, meaning installing new loading arms, a new fire water gangway tower, piping, electrical and instrumentation items,油and other associated equipment.

What were the immediate priorities following the tanker allision, and how did 消消消消消消消娼瞳 mobilize resources so quickly?

The immediate priority was the safety of all personnel油and油to油ensure there was no environmental impact.The next priority was verifying the integrity of structures.油消消消消消消消娼瞳 was able to execute油this油efficiently by mobilizing油local油structural and油piping油engineers to assess the situation. The inspections were supported by油drones油and small油watercraft油for immediate visual evaluations.


Upon油completion of油several油phased油assessments,油the油jetty was eventually油deemed油accessible by personnel油for a full damage assessment followed by a salvage operation with a specialized contractor.

Overcoming challenges: high-risk environments, damages and limited space

What were the biggest engineering challenges during the reconstruction, and how did your team overcome them?

The油initial油challenge油was evaluating the油extent of the damage whilst keeping personnel safe given that the equipment油and油structural damage油was within油the working油area.There were structural integrity concerns油which posed a risk to the assessment team and the environment;油not knowing if the equipment would fall or the油extent that the油pressure envelop油may be油compromised.This required油消消消消消消消娼瞳油to consult with industry experts and conduct comprehensive油risk油assessments with a specialized salvage contractor.


Once the assessment油was complete, the next油challenge was designing a temporary hoses operation at the jetty.油Ship-to-ship transfer operations are油very expensive油and require油additional油resources油(i.e.油tugboats)油to ensure safe operations, so it was important to resume loading and unloading operations at the facility as quickly as possible.油Limited油space油was available油to lay down油large,油heavy 12油diameter油marine offloading油hoses and油then油operate油and油handle油them.Our油team consulted with油internal油industry experts and visited various US facilities to understand hose operations better so that various design items could be incorporated.

Reconstructing using original design knowledge, from 1998

How did collaboration across teams - especially with those involved in the original build - contribute to the success of the reconstruction?

Collaboration between the global IMTT team and 消消消消消消消娼瞳油was油crucial throughout the reconstruction process, enabling teams to share油expertise油and lessons learned from油previous油projects.


消消消消消消消娼瞳油Engineer,油Bill Tucker,油was part of the original jetty油design and油construction team in 1998 and油drawing on his knowledge of the jetty's original design, the team was able to swiftly油identify油key structural vulnerabilities and prioritize remedial actions.油Our local structural engineers油supported油Bill to complete a computer model of the jetty which allowed油the team油to define the inspection scope油based on油high stress locations at marine piles and concrete sections.

Resilience and engineering excellence: key highlights

Can you share a moment during the project that highlights the resilience or creativity of the team?

During the planning phase for salvage operations,油several油options were considered for equipment removal operations. 消消消消消消消娼瞳s油local and international knowledge of industry油capabilities allowed us to engage the supply chain and select contractors based on their experience油to allow the safe removal of all large equipment.


The project油team selected a油local offshore supply vessel油with craneage capacity油to aid in the salvage operations. It was nice to see a variety of local offshore油supply companies油respond very quickly, given the urgency,油and contribute to the project's success.


In parallel, 消消消消消消消娼瞳s engineering team evaluated油several油temporary hose油options油for temporary loading油and油offloading operations. 消消消消消消消娼瞳s油assessment during油the油concept油selection stage and油design油review meetings contributed to油quickly油selecting the best油option.

Keeping people safe and unlocking future resilience

What safety protocols were put in place during the reconstruction, especially given the urgency and complexity of the work?

Many safety protocols were put in place along with completing construction risk assessments, HAZOPs油(Hazard and Operability Studies)油and detailed reviews油of contractor execution plans.A safe work zone was油engineered to limit access and drop zone risks until the larger damaged equipment was removed.


The equipment was油monitored油continuously with various digital surveys to confirm its structural stability which played油a large role油in conducting risk probability profiles for eventually entering the area with salvage personnel油and equipment.IMTT-NTL油also deployed water booms油around the damage location油as a precaution to油minimize impact to the environment in the event there was油release from process lines until all lines were inspected.

How has the reconstruction improved the jettys resilience or functionality for future operations?

The structural repairs completed to the pier油has enabled油the loading platform to return to full service, without limitations.油Similarly, the installation of the temporary hoses油has油allowed油the油loading油and油unloading油operations油to resume油at full capacity油and油eliminated油the need for ship-to-ship transfers in the bay.


Permanent equipment is currently under construction, with 消消消消消消消娼瞳 overseeing engineering, materials procurement, piping and structural fabrication,油construction油and commissioning. Installation is scheduled for 2026, which will enable the facility to continue operations well into the future.


消消消消消消消娼瞳 was also able to take advantage of the油downtime油at this loading platform to execute some of the work planned油during油the 2026油terminal油shutdown, for example油installation of new mooring hooks. Executing this work油earlier than planned油will potentially油reduce the overall油downtime油required油for the 2026 shutdown.

Lessons learned from this marine challenge

What lessons from this project will influence how 消消消消消消消娼瞳 approaches similar marine infrastructure challenges in the future?

Given the potential impact to local offshore production operations, 消消消消消消消娼瞳 understood the urgency and prioritized our油team油to support the油initial油damage assessment and reconstruction activities to allow the facility to return to safe operations.油Identifying油and using油resources油who were familiar with the original design and油leveraging油global油marine engineering油experts油from other organizations油contributed to the overall success of油the project.


The key lesson learned油was that油it is critical to engage subject matter experts to油identify油fit-for-purpose solutions油in a timely manner油whilst油maintaining油a high standard of safety in design and managing client expectations.


The successful油temporary油reconstruction of the jetty stands as a testament to the value of cross-team collaboration, rigorous safety油protocols油and adaptability in the face of complex challenges.油With over 50 years presence油in油eastern Canada and油close ties within油the St Johns community, 消消消消消消消娼瞳油ensured that local knowledge and resources油contributed significantly油throughout the reconstruction process, strengthening relationships with stakeholders and supporting regional capabilities.


By油leveraging油the油expertise油of those involved in the original build, embracing innovative solutions during critical moments and油maintaining油a油laser油focus on safety and operational continuity, the project not only restored油the terminal to油full capacity油but also laid the groundwork for a more resilient future.
